Atefeh, CAS is a Single Sign On service; not Identity Management. Virtually every CAS deployment uses an external identity store (Active Directory, LDAP, etc) to manage users. This identity store would also store your authorization roles / rules / whatever. As such, I doubt there are plans for an admin panel for what you are looking for.
