good call on the expired certificate, although it looks like it expired on 
6/11/2009.
So I'm suprised that this would have caused this problem today.

Still - expired cert needs to be corrected.

I see you're requesting a proxy ticket.  I can imagine that CAS is
hanging on the connection to your PHP app when it makes the proxy
callback.  Can you confirm that your callback URL is reachable by CAS?
 Maybe a cert expired?
