It is used to LIMIT which web applications can access your CAS server.

It is also REQUIRED if you are going to provide attribute/value returns via
SAML from your CAS server (e.g. kcary logged in, so you want to provide his
email = [email protected] via SAML xml when the application checks the
CAS ticket).

There are several sections on setup of services directory in the CAS User
Manual (CASUM).
