management method to apply a customized log4j.properties file specific

for more info. You can do this without Maven War Overlay by manually
editing the $TOMCAT_HOME/webapps/cas/WEB-INF/classes/log4j.properties
and setting the default file appender to an absolute path of your
choice. The problem with that approach is that you'll need to do
manual post-deployment configuration every time you redeploy. Maven
War Overlay configuration management avoids that.
