CAS is redirecting you to a secure port, 8443, which I believe is the default behavior. (This is good -- CAS is security software.) I can see from your tomcat server.xml that you don't have a connector defined for 8443 (it's commented out). You need to follow one of the many guides on the Web for setting up Tomcat for SSL, e.g. http://tomcat.apache.org/tomcat-6.0-doc/ssl-howto.html.
