Your auth handler config looks generally correct. I wonder if you're missing a dependency, like commons-dbcp. The Tomcat logs and cas.log file likely have more detail on the exact cause of the error that's preventing CAS from deploying cleanly. Helpful logs are in $TOMCAT_HOME/logs and the cas.log file is written by default to the current working directory of the Java process running Tomcat. Can you post relevant excerpts from those files?
