You need to make sure you include the Jasig repository in your pom file, as
documented here:

http://www.ja-sig.org/wiki/display/CASUM/Best+Practice+-+Setting+Up+CAS+Locally+using+the+Maven2+WAR+Overlay+Method

This will ensure that all CAS components are downloaded correctly.

You may also need the JBoss repository since its artifacts don't always end
up in the public repositories.  The JBoss repository is here:
http://repository.jboss.org/maven2/
