Yes. The SAML 1.1 protocol supported by CAS at this time doesn't have support for anything like proxying. IIRC SAML 2 has support for something similar via the Enhanced Client or Proxy (ECP) Profile, but SAML 2 support in CAS is on the distant CAS roadmap.
