I would think you would _want_ session-scoped cookies deleted when you close the browse. The expected behavior is for closing the browser to end the SSO session, which would be caused by deletion of session-scoped cookies such as the CAS TGC. It's hard to imagine IE8 _not_ doing this by default, but browser innovation is fast and furious so I could believe anything.
