phpCAS works perfect with the cas 3.x server. I think you are confusing the cas server version with the cas protocol version. The protocols that are supported by recent cas servers are "CAS 1.0", "CAS 2.0" and "SAML 1.1". There is no "CAS 3.0" protocol.
