Out of curiosity was the upgrade on a clean Tomcat? I just noticed issues with testing where the "work" directory wasn't cleared out. In my case I think I had had 3.4.2.1 deployed and I was trying 3.3.5.1. But its worth trying to delete that cache and see what happens.
