This is likely caused by the way IE8 shares cookie state between different browser windows/tabs. Since this issue is almost certainly caused by browser behavior, there are no CAS settings involved. You'll have to investigate IE8 settings. Maybe someone else on the list knows off hand whether cookie sharing between windows/tabs is configurable.
