I don't know how much experience anyone on this list has with CASifying WebCT. I've honestly never seen that code before you pointed it out.
I've BCCed someone from an institution that appears to have CASified WebCT. If that's true, and they're willing to help, maybe they can email you and/or the list (and we can update our documentation). They are of course, not obligated to respond in any way (which is why I BCCed them).
