You're trying to build a pretty old version of CAS. The current version is 3.4.3. I would imagine the cause of your problem is that the specific dependency you need is not available from the JBoss repository. I see it's a snapshot, and it would be no surprise for the snapshot not to exist being so old. Additionally, the JBoss repositories are a disorderly mess from my experience. I would recommend you grab the most recent CAS version and work with that if this is a new project/installation.
