That is needed if you use one of the out-of-box CredentialToPrincipalResolver classes. In any case the objective is to put attributes in principal, which you have done by other means. The attributes in the principal are stored with the TGT and released to clients via any protocol that supports attribute release. SAML 1.1 is the only supported protocol at present that has this capability.
