We typically announce the major features/fixes for each version as it's announced on the list. I'm not aware of a changelog that summarizes features/fixes for each release. If it exists, Scott will speak up. One can generate such a changelog from subversion commit logs, so it'd be easy to create if needed. We probably should do this if we don't already. I found http://www.jasig.org/cas_server_3_4_3, but couldn't find similar pages for other releases. So maybe we've been hit-or-miss.
