You'll need to read and study http://static.springsource.org/spring/docs/3.0.x/spring-framework-reference/html/transaction.html#transaction-declarative. While you should have an understanding of the database setup and configuration of transactions, I think you're off base here since you clearly have a deployment problem where your configuration changes aren't being applied to the running application. You need to solve that problem first.
