You are correct! It took me a while to assure myself that the /opt/zimbra/jetty/etc/zimbra.web.xml.in was what you were referring to, and as i was pasting it into my email, i noticed that I'd pasted the same URL for both the CasAuthenticationFilter and the CasValidationFilter (in each case using the value appropriate for the LoginUrl). I just fixed the URL for the ValidationFilter (by removing the trailing /login), and now it works.
