The problem with proxy authentication is that it requires some coordination with the application you want to hand off to. I suppose it would be straightforward to add a way to specify the PGT URL and leave the rest of the implementation to the client applications, but I'd need to look at how that directive is scoped to allow support for multiple CAS protected applications on the same host.
If you file a bug on JIRA, it will at least be on my radar as something to do (eventually).
