Thanks all for the replies. I got the Shib admin to recheck his mod_auth_cas configuration and sure enough Renew was turned on.
He has since turned it off and now we get the SSO experience. I'm quite certain you can get single sing-on working; we have seamless CAS-Shib SSO using the method described at https://wiki.jasig.org/display/CASUM/Shibboleth-CAS+Integration, which is conceptually similar.
