Yes, custom JSP are for 2nd login page.
To use the JSP in a login-webflow.xml you must register it as view in a default_views.properties file. Then look at login-webflow.xml. There is defined CAS authentication process. It is not very complex to modify the process when you understand it. There is good article about it:
