PGT and PTs allow applications to securely access other services
(REST, SOAP, POX, IMAP, etc) on behalf of the user.

An application can request a PGT when it validates a ST.  Using the
PGT the application can request a PT from CAS for a target service
(REST endpoint).  The application sends the PT along with the https
request to the REST endpoint.  The REST endpoint validates the PT
against the CAS service and if it is valid gets back the authenticated
username, and the proxing service id.  Using this information the
target service can decided how to respond to the request.
