Thanks Marvin, I had not done that configuration which may have been why I wasn't getting any errors in the logs. I'll get that done and see if I still have trouble debugging.

We need logs to help you further. The "CAS Unavailable" message typically results from a Spring wiring problem that should manifest with a stack trace in a log file. Have you configured logging per the instructions at https://wiki.jasig.org/display/CASUM/Logging? If not, do that first. If you have, check the cas.log file and whatever log your container sends deployment errors to as well as the STDOUT file, which in Tomcat are localhost.log and catalina.out, respectively. Post some relevant log excerpts and we'll go from there.
