I used the following jars from the modules folder and it seems to work now. cas-client-core-3.2.1 cas-client-integration-tomcat-common-3.2.1 cas-client-integration-tomcat-v7-3.2.1 commons-codec-1.4 commons-logging-1.1.1 opensaml-1.1b xmlsec-1.3.0 opensaml-1.1b is a older version but if you are using saml11validator , then the newer versions don't work. I took this from the end to end example of windows but I have configured in Tomcat 7.
