After the change to bring responsive design to CAS in v3.5.0, CSS files
were cleaned up a bit and simplified down to just a CAS.css file. The rest
are removed and should no longer be needed. The "services" and "images"
directories are split between the webapp and the management webapp (which
will be a new module hosting just the service management UI, etc)
