I'm not an authority on the subject, and I would agree on principal, but many open-source projects try to minimize rule-making for the sake of reducing the challenge of getting involved. Many users likely don't know how to configure an autoreply exception or simply forget to do so.
I don't recall if the list sends a welcome email when a user subscribes, but perhaps some of the content there could include a note about mailing list etiquette?
