We back CAS with authenticators that will look at both ldap and a local user database. You might want to put the local users in a separate namespace to avoid collisions (say LOCAL\admin, LOCAL\securityAdmin, etc.). I don't know of an "off-the-shelf" way to do that, but someone else may.
