If you dont expect to consume attributes as part of service ticket validation, 
the bug will not affect you. The JIRA mostly attempts to provide attributes in 
the CAS payload under new endpoints. Old/Current endpoints (/serviceValidate, 
etc) will function just like they do now in CAS 3.5.x.

The wiki pages are "a bit" outdated, but the 4.0 is still going on. And we are 
very close to the finish line. 

We have fixed several more bugs in the RC2, many tests has been performed by 
committers and early adopters, and the last remaining bug is the multi-values 
attribute support which should be fixed very soon ( 
https://issues.jasig.org/browse/CAS-1283 ). 

After that, we will decided if we need a new RC3 for more final tests or if we 
can go to the GA directly. Let's say that the 4.0 will be released in Q1 2014.
