Can anybody tell me where (inside the CAS source code) the CASTGC cookie gets 
created and handed back to the browser?  I see an 
org.jasig.cas.web.support.CookieRetrievingCookieGenerator... am I close?

Yes I've been using the "F12" tool in IE (I guess it's called DebugBar) and 
have confirmed that in about 50% of the cases, after a user logs in via IE, the 
browser does not receive a CASTGC cookie.  Thoughts?

Have you tried using Web Developer (Firefox) or DebugBar (IE) so that you can 
view the HTTP traffic between your browser and the CAS server?  Those tools can 
show you a lot about what is really happening.  For example, you can see if the 
CAS server is sending the CASTGC cookie to your browser.
