Hi Zac,
I think this is because of your use of
"<value>classpath:WEB-INF/cas.properties</value>". Someone can correct
me if I'm wrong, but I believe "classpath:" generally refers to
"WEB-INF/classes". The original value is " /WEB-INF/cas.properties".
