It might not be that hard to get the official .NET client working in
1.1.  I would try grabbing the source and changing the target
framework and see what breaks.  It would be much easier to start from
there than it would be to write a new one from scratch.

I don't think the client is using any of the 3.5/4.0 features to do
SAML validation and the IIS pipeline stuff hasn't changed
significantly enough since the 1.1 timeframe to break the IIS
integration (BeginRequest/AuthenticateRequest/EndRequest are all
there).

Reverse proxying from another web server is also always an option.
It's even possible from one IIS 7.0/7.5 site to another.  You'd need
to look into Application Request Routing (ARR) and the Request Rewrite
features.  I can provide some config samples if you go this route.
