I deploy my custom css files by doing as you said in your second part.  I place 
the css files in my build directory and build them into my .war using "mvn 
clean package".  As for not being reflected in the CAS login page, is it 
possible the css files were still being read from your browser cache?  Did you 
try doing a full refresh of your page?
