Connection refused usually means that there is a config/firewall issue
at hand. Check out
http://javarevisited.blogspot.com/2013/02/java-net-ConnectException-Connection-refused.html
for some ideas on resolving it.

If it's a configuration issue look in the cas.properties and make sure
the following are accurate:

    server.name=http://localhost:8080
    server.prefix=${server.name}/cas

If the hostname, port, or protocol are off then you'll have issues as
the services manager is also a CAS client and needs to validate the ticket.
