Well, naturally as soon as I ask, I figured it out. I had ehcache-failsafe file in WEB-INF/spring-configuration for some reason. I moved it to WEB-INF/classes and that seems to have resolved it.

I know it's not a firewall problem, as I can use WGET to get the file. If I download the xsd file, ehcache is the first declaration in the file.
