I am working on upgrading our CAS environment from 3.3.3 to 3.5.2. I am having 
the following issues with error page behavior and was hoping someone could help 
me out.

When a user gets throttled, the error page shows the screen.blocked.header, but 
not the screen.blocked.message.

When a service is not authorized to use CAS, I get the following error message 
in the log, but the generic errors.jsp is disaplayed instead of the Service Not 
Authorized message.

<ServiceManagement: Unauthorized Service Access. Service 
[https://mywiki-dev.humber.ca/dashboard.action] not found in Service Registry.>
