I finally figured it out. It is behaving as designed:

Do you have some evidence to share? Not much changed on HttpClient between 3.4.12 and 3.5.2 [1], other than adding the followServiceRedirects flag which previously defaulted to true. Turn up org.jasig.cas.util to DEBUG and see if you get any hints.
