I'll just add that I recently set up CAS 4.0.x with mod_auth_cas, and things worked fine. Some changes to mod_auth_cas were needed to get that working, but that gone done quickly, via communication on this and the mod-auth-cas-dev lists (primarily the latter). Those changes were headed up by Steve, in fact.
And I agree that it'd be good to get out a new tag/release :-).
