Ya, that's pretty much it. I've not done anything with CAS 4.x yet, so perhaps this has been expanded.
I rewrote the default theme pages - at least the ones we use - to better facilitate per-service custom themes with only the CSS. If you're building with Maven Overlay, you can do what I did and just override the files. Else, you can create a wholly new directory and set of JSP files, and change the "default" theme within CAS.
