I believe Tomcat look and load well the file "conf/users.properties"
because, when I delete this file, I get a 'beautiful' exception "file not found" ....

other idea  ?

My guess: Tomcat doesn't look for "conf/users.properties" in the place you
would expect. Try providing an absolute path, like

propertiesFilePath="/opt/tomcat7/webapps/cas/WEB-INF/users.properties"

If that doesn't fix the issue, log files could give some clue.
