Adam,

We are using v3.5.2 with the JSON service registry, but we don't use the 
web-based service manager.
When we update the JSON service registry file, CAS picks the changes up 
immediately.
I am not sure if there was a special setting for that.

I am hesitant to suggest you experiment in your production environment.  In 
your development environment, can you determine if changes to the JSON file are 
picked up in real-time by CAS?  If so, maybe you can try removing the entries 
from your JSON file in production and then adding them back.  

If adding services can wait, this would be something I would delay until a 
maintenance window where it was feasible that I could bounce the servlet 
container.

This is for CAS 3.5.3.  Yes, any service entries added via the web
interface end up in the JSON file but not in the web interface.

CAS does not authorize the websites that are added.
