Regarding CPU load, since this server has physically 4 CPU's, I would
say that everything close to 4 should be worrying us.
I would say I/O perf is not that bad.
opsbd01:/mysql/tomcat/test-io # dd if=/dev/zero of=./test_w bs=10M
count=1000
266+0 records in
266+0 records out
2789212160 bytes (2.8 GB) copied, 23.1125 seconds, 121 MB/s
opsbd01:/mysql/tomcat/test-io # dd if=./test_w of=/dev/null bs=10M
count=1000
156+0 records in
155+0 records out
1625292800 bytes (1.6 GB) copied, 26.4965 seconds, 61.3 MB/s
And, trying to access the Tomcat manager web application, it accept the
credentials, but it keeps saying:
"Access to the requested resource has been denied"
I will keep trying to access this page.
Thanks a lot

CPU load is very low:
opsbd02:/samba/groups/ # uptime
10:11am up 2 days 0:27, 6 users, load average: 0.89, 1.08, 1.20
Anything close to 1.00 is not "very low", but "almost worrying":

Is the memory assign to a process fixed?, does it mean that this process
cannot go over the specified memory ?
It goes up and down as needed, between obvious limits. Tomcat startup options
set other limits that you can tweak for better performance. Anyway, your
Tomcat is already using lots of memory, enough to display the login page.
The manager app:
https://cas.domain.es:8443/cas/services/
takes 5" more or less to display the login page, and around 7 seconds to
display the actual page where you can edit the services that will be
using the CAS server.
I was referring to Tomcat Manager, usually reachable at
https://cas.domain.es:8443/manager/html
http://cas.domain.es:8080/manager/html
There is also an interesting page at http://cas.domain.es:8080/manager/status
But I believe that if this is a server memory issue, after restarting
the CAS it should go smoothly, at least for a while, shouldn't it? But
it doesn't help either.
Actually, J2EE apps performance is worse just after a restart (it has to
recompile JSPs to servlets, etc...).
Also, you should check I/O performance or network load, even if I think it
looks like a CPU issue.
