Is there a way for *what* to check if there is a valid TGT cookie in what
context?

Of course, CAS server already checks the validity of that cookie in the
normal course of its login workflow.

Are you asking whether there's a way for an application that is a client of
CAS authentication to check whether the user already has a valid ticket
granting cookie such that authentication can be achieved transparently?  CAS
supports this via the "gateway=true" configuration, about which much has
been written and which is covered in some detail in available powerpoint
presentations about CAS.
