Stephen, Your modifications sound interesting. I'm not sure how interested in this the general community is. A good first step for gauging interest (and whether the modifications can be easily put into the core) would be to place a page in our wiki (http://www.ja-sig.org/wiki) detailing your changes, rationale, etc. for the community to review. From there we can see which parts would best fit into the existing core and which should be an optional plugin.
