Ezra, No, CAS does not provide a way to redirect to a default service upon successful authentication if no service is provided. Most people never come to CAS without a provided service.
You should be able to add this feature without modifying any of the CAS code. Just create another action that checks for the existence of the service and creates a default one if none exists in the flow. And just add that into the login flow. I'm not sure how many people are asking for a default provided service, but we are always happy for people to create JIRA issues and attach patches and we'll evaluate its impact and whether its something the community needs/wants.
