I can't respond directly to you problem, but maybe I have a workaround.
I'am providing rpm package of mod_auth_cas 1.0.6 here:
http://www.ja-sig.org/wiki/display/CASC/RPM+Modules
unfortunalty , the links to those rpms point to our site here in france, 
where we are about to shut down network for electric maintenance all the 
weekend. So don't ne surprise if you cannot reach the rpm this weekend 
... It'll shutdown withing 1H, so you have a chance to download them 
quicly .
