cas.properties

What's the latest on cas.properties? I reviewed the list archives and it looked like the file was removed in 3.0.x. Then, the 3.1.1 release notes re-introduced the file. I could not find anything on cas.properties in the CAS Manual on Confluence. Here is what my copy contains:

Of course I don't want my production server to run on port 8443. Do I need to change this file? Things don't seem to be broken, so I am confused.
