Troy, Yes, ticketExpirationPolicies.xml is where you can configure ticket granting ticket (TGT) policies. The default policy is based on users' activity; if they are idle for more time than you specify, then their session is expired. If you want a hard and fast expiration policy, you will want to look for the org.jasig.cas.ticket.support.HardTimeoutExpirationPolicy; it sets timeout for a specified amount of time from ticket creation regardless of activity.
