Its possible you had an error in the XML configuration that caused it not to deploy correctly. There should have been an error thrown though. Unfortunately its impossible for me to tell from over here ;-)
Well, I've tried to deploy CAS on a different (Ubuntu) server. Tomcat5.5 appears to be running fine and I installed sun-java6 (jdk & jre). Unlike Centos I was able to use update-alternatives to ensure that the right version of Java was being used. I even installed the tomcat-admin and manager and used the browser based manager to add the CAS war file. Tomcat appeared to deploy it and claimed it was started. So I connected to the CAS server and only got a blank screen (this is with the default deploy config file, no LDAP here). I then stopped CAS and attempted to restart it and the restart failed and was the same after restarting tomcat. Repeated attempts to undeploy and re-deploy CAS only ever got a message saying that it failed to start CAS without ever returning to the blank screen. The only message that appears in the manager screen says that the application could not be started. So, I now have an apparently working Tomcat installation on Ubuntu (8.04 server) on which I cannot deploy CAS. The centos install was painful butit was the only system on which I've even got the demo to work (but I didn't even get the tomcat "home" page on that). I must be missing something really basic here but I need someone to tell me what t is!
