Hmm. I don't have a log of my errors, but I think the 'can't download' error was related to file permissions and I solved it by sudo for the maven build.
I'm successfully using CAS 3.3 (with the workaround for quoting), Tomcat 6.0.18 and Maven 2.0.9 on the latest Leopard.
