In higher education, it is usually a safe assumption that there is a single 
ID per person, but I imagine there are some exceptions to that rule, and I 
imagine there are numerous exceptions to that rule outside of higher 
education.

Are there good use cases we should consider for breaking this assumption? 
It is pretty unlikely that we would do any work to support unique IDs per 
service, but if somebody else were willing to we might take that into 
consideration for the architectural changes as part of the CAS4 roadmap.
